BOARD OF EDUCATION, REGULAR MEETING, BELMONT ADMINISTRATION OFFICE

Monday, March 5, 2012  – 7:00 P.M. C.S.T.

                                                                                                                                                                                                                                               

Regular meeting was called to order at 7:00 p.m. by President Dayman.

 

MEMBERS PRESENT:  Bullock, Dayman, Dohmen, Isbell, Richmond, Witters.  Absent:  Archer.

 

Also present:  Jim Spelhaug, Mike Clingingsmith, Brian Strusz, Mike Zimmer, Jim, Amy, and Emma Wichman,  Christine Harvey, and others.

 

EXEMPT SESSION APPROVED:  Motion by Witters, second by Dohmen that the Board hold an exempt session for the purpose of negotiations as provided in section 20.17(3) of the Code of Iowa.  Roll call vote.  Ayes – Witters, Bullock, Dayman, Dohmen, Isbell, Richmond.  Nays – none.  Motion carried.

 

AGENDA APPROVED:  Motion by Bullock, second by Dohmen to approve the agenda as presented.  All ayes.  Motion carried.

 

COMMUNICATIONS:  President Dayman welcomed guests.  Director Witters congratulated members and directors of the district’s Jazz Choirs and Bands for their outstanding performances on March 1 at High School Jazz Night. 

 

STUDENT RECOGNITION:  Mr. Strusz introduced PVJH student Emma Wichman, daughter of Jim and Amy Wichman.  Emma was congratulated by the Board for being chosen to serve on the Department of Education Director’s Learning Council.  She is one of fifteen students, grades 8-12, from across the state who applied and were selected to serve on the advisory group.

 

Mike Zimmer, PVCHS Principal, introduced Emory Traicoff, Stephen and Joanne Traicoff, Joe Mueller, Stephen and Linda Mueller, Carolyn Shank, Gary and Candace Shank.   The students were congratulated by the Board for being recognized as National Merit Finalists.

 

CONSENT AGENDA:  Motion by Dohmen, second by Witters that the consent agenda be approved as presented.  All ayes.  Motion carried.  The consent agenda consists of:  the probationary employment of John Martin as year round part time custodian at PVCHS and the increase of Caryn Dahm’s Letter of Assignment as an educational aide at Pleasant View from 1.75 to 2.17 hours/day.

 

EXPENSES APPROVEDMotion by Bullock, second by Richmond that General Fund warrants be issued in the total amount of $124,983.95 in payment of invoices presented.  All ayes.  Motion carried.

 

Motion by Isbell, second by Dohmen that Nutrition Fund warrants be issued in the total amount of $15,824.86 in payment of invoices presented.  All ayes.  Motion carried.

 

Motion by Dohmen, second by Bullock that Elementary/Junior High Activity Fund warrants be issued in the total amount of $2,228.72 in payment of invoices presented.  All ayes.  Motion carried.

 

Motion by Richmond, second by Dohmen that High School Activity Fund warrants be issued in the total amount of $5,509.56  in payment of invoices presented.  All ayes.  Motion carried.

 

Motion by Witters, second by Bullock that PPEL Fund Warrants be issued in the total amount of $129.60 in payment of invoices presented.  All ayes.  Motion carried.

 

Motion by Bullock, second by Richmond that Trust Fund Warrants be issued in the total amount of $621.41 in payment of invoices presented.  All ayes.  Motion carried.

 

2012-13 PROPERTY TAX LEVY RATE DISCUSSION:  The board reached consensus that the district’s property tax levy rate will be lowered by $0.10 for 2012-13.       

 

PUBLIC HEARING – PROPOSAL TO RE-DRAW DIRECTOR DISTRICT BOUNDARIES TO ALIGN WITH 2010 CENSUS:  The district received word that due to a technical issue the Secretary of State’s office cannot approve the district’s proposed director district configuration, worksheets and resolution.  The AEA/University of Iowa Geography Department are working to resolve the issue at which time the worksheets and resolution will need to be re-approved.

DISCUSSION RELATED TO HOPEWELL ENROLLMENTDr. Spelhaug updated the board  relative to current enrollment at Hopewell with particular focus on 2012-13 kindergarten.  The steps the district is taking include:  no open enrollment or tuition students are assigned to Hopewell; new students from the area south of 53rd, north of Belmont, east of Devils Glenn, and west of Middle Road will be assigned to Riverdale Heights; 2012-13 kindergarten overflow will be assigned to Pleasant View, with bussing provided; 2012-13 kindergarten students with older siblings already enrolled at Hopewell will be automatically assigned to Hopewell; 2012-13 kindergarten students without older siblings enrolled at Hopewell will have the opportunity to submit hardship circumstances for consideration.

 

FOREST GROVE ELEMENTARY SITE PLAN DEVELOPMENT PROPOSAL:  RDG Planning & Design has been employed by the City of Bettendorf to design the City’s Forest Grove Park.  Since the district’s property for an elementary school is an integral part of the park site, Dr. Spelhaug proposed that the same company be hired by the district to also design the Forest Grove elementary site.

 

Motion by Witters, second by Isbell that the board approve the RDG site plan proposal as presented.  Roll call vote.  Ayes – Witters, Bullock, Dayman, Dohmen, Isbell, Richmond.  Nays – none.  Motion carried.

 

EXEMPT SESSION – NEGOTIATIONS:  The board met in closed session from 7:50 p.m. – 8:11 p.m.

OPEN ENROLLMENT
