BOARD OF EDUCATION, REGULAR MEETING, BELMONT ADMINISTRATION OFFICE

Regular meeting was called to order at 6:00 p.m. by President Dayman.

 

MEMBERS PRESENT:   Archer, Dayman, Dohmen, Isbell, Paulsen, Witters.  Absent:  Bullock.

 

Also present:  Jim Spelhaug, Brian Strusz, Christine Harvey, Annette and Landry Blunk and others.

 

EXEMPT SESSION APPROVED:  Motion by Archer, second by Witters that the Board hold an exempt session for the purpose of negotiations as provided in section 20.17(3) of the Code of Iowa.  Roll call vote.  Ayes – Archer, Dayman, Dohmen, Isbell, Paulsen, Witters.   Nays – none.  Motion carried.

 

AGENDA APPROVED:  Motion by Witters, second by Dohmen to approve the agenda as presented.  All ayes.  Motion carried.

 

COMMUNICATIONS:  President Dayman welcomed visitors to the meeting.

 

Brian Strusz congratulated PVCHS orchestra students who participated in the Iowa High School Music Association All-State Solo/Ensemble festival on April 13.  The students received 9 Division I (Superior) ratings and 4 Division II (Excellent) ratings.  Kevin Li received the Best in Center Award for Center 13.

 

PVCHS band students who participated in the Iowa High School Music Association All-State Solo/Ensemble festival finished with 51 Division I ratings, 27 Division II ratings and 6 Division III ratings.  Michelle Meadows, Brian Moose, Caitlin Thom, Anthony Yang and Cody Corchado received Best in Center Awards.

 

PVCHS choir members also participated in the Iowa High School Music Association All-State Solo/Ensemble festival.  Maddy Bawden, Claire Swanson, Laurelin Berkley, Hannah Blaske, Hanna Murray, Meredith Bruster, Marisa Pewebles, and Abby Kurth received Best in Center Awards.

 

He congratulated Chloe Miller and Gabbie Stecker for being among 12 finalists for the Quad City Times Salute to Sports.  And he congratulated the Pleasant Valley Girls Cross Country Team for being one of six finalists for “Team of the Year”.

 

Dr. Spelhaug congratulated and thanked PVJH Head custodian, Mark Bray, who is retiring after serving the district for twenty-five years and Bridgeview special education aide Jane Overbeeke, who is also retiring after serving the district for ten years.

CONSENT AGENDA:  Motion by Dohmen, second by Paulsen that the consent agenda be approved as presented.  All ayes.  Motion carried.  The consent agenda consists of:  the resignations of Tricia Fueling as a special education teacher at PVJH, Melissa Schieffer as a sixth grade teacher at Riverdale Heights, and Courtney Szymke as a second grade teacher at Cody all effective the end of the 2012-13 school year; the resignations/retirement of Mark Bray as the PVJH Head Custodian effective the end of the 2012-13 school year when he will have served the district for 25 years and Jane Overbeeke as a special education aide at Bridgeview effective the end of the 2012-13 school year when she will have served the district for 10 years; the employment of Ryan Arnold as a wellness instructor/strength and conditioning coordinator at PVCHS, Larissa Bailey, Amber Duncan, Lydia Gatton, Loretta Gilbeck, Leah Hodgin, Abby Meuser, Jaime Monreal, Mary Anne Scott, Rebecca Thompson, Robyn Waldron, Laura Wilga and Alex Yank as elementary teachers for the 2013-14 school year, Ian Spangenberg as a PVCHS/PVJH science teacher and Chelsea St. Claire as an Intermediate  I.D. Special Education Teacher at Pleasant View for the 2013-14 school year; the regular employment of Don Wenzel as a part-time custodian at PVJH; the extra-curricular/extra-duty adds of:  Joann Huegel as PVJH Special Ed Department Head, Amanda Maurer as PVJH Math Department Head, Brenda Pardoe as PVJH Electives Department Head, Joe Youngbauer as PVJH Social Studies Department Head, and Kathy Cline as PVJH Language Arts Department Head; the extra-curricular/extra-duty drops of Heidi Meyer as Hopewell Robotics Teacher, Erin Ahnquist who is taking a one year leave of absence as Freshman Volleyball coach, Jenny Lauritsen as PVJH Special Ed Department Head, Jen Kremer as PVJH Math Department Head, Glen Naber as PVJH Electives Department Head, John Schneider as PVJH Social Studies Department Head and Julie Small as PVJH Language Arts Department Head; two open enrollment applications-in for the 2012-13 both from Bettendorf schools; and the cooperative agreement for student teachers with the University of Northern Iowa.

 

EXPENSES APPROVEDMotion by Archer, second by Isbell that General Fund warrants be issued in the total amount of $278,315.34 in payment of invoices presented.  All ayes.  Motion carried.

 

Motion by Isbell, second by Witters that Nutrition Fund warrants be issued in the total amount of $45,321.81 in payment of invoices presented.  All ayes.  Motion carried.

 

Motion by Witters, second by Paulsen that Elementary/Junior High Activity Fund warrants be issued in the total amount of $16,853.81 in payment of invoices presented.  All ayes.  Motion carried.

 

Motion by Dohmen, second by Isbell that High School Activity Fund warrants be issued in the total amount of $35,708.57 in payment of invoices presented.  All ayes.  Motion carried.

 

Motion by Archer, second by Dohmen that PPEL Fund warrants be issued in the total amount of $48,855.15 in payment of invoices presented.  All ayes.  Motion carried.

 

Motion by Paulsen, second by Witters that Capital Projects Fund warrants be issued in the total amount of $363,527.85 in payment of invoices presented.  All ayes.  Motion carried.

 

Motion by Witters, second by Paulsen that Debt Service Fund Warrants be issued in the total amount of $175,000.00 in payment of invoices presented.  All ayes.  Motion carried.

 

Motion by Dohmen, second by Isbell that Trust Fund Warrants be issued in the total amount of $1,118.61 in payment of invoices presented.  All ayes.  Motion carried.

 

PRACTITIONER COLLABORATION: In an effort to ensure and support regular and timely collaboration, the Iowa Department of Education requires that at least 36 hours annually be used by teachers to collaborate with each other.  Practitioner collaboration is intended to enhance the education profession by providing teachers opportunities to boost their practice through structured interaction with a focus on instruction.  Mr. Strusz shared additional details on the goals of collaboration and the planning process going on at the elementary level to create a framework to support collaboration expectations.  The junior and senior high schools currently have schedules which support these expectations.

 

PUBLIC HEARING – SOFTBALL AND BASEBALL FIELD LIGHTING PROJECT:  The public hearing was opened at 6:51 p.m.  There being no comment from the public, the hearing was closed at 6:52 p.m.

 

REVIEW AND ACCEPTANCE OF SOFTBALL AND BASEBALL LIGHTING PROJECT BIDS:  Bids were opened at 10:00 a.m. on Thursday, April 11th for the Softball and Baseball Lights Project.  A total of four bids were received.  The low bidder on the project was American Electric with a base bid of $411,940.00.  The range of base bids ran from the low bid of $411,940.00 to a high base bid of $512,000.00 (a range of $100,060.00).  American’s bid was $30,882.00 lower than the next lowest bid. 

 

Motion by Paulsen, second by Witters that the Board approve the low bid of American Electric of $411,940.00 for the Softball and Baseball Field Lighting Project.  Roll call vote.  Ayes – Paulsen, Witters, Archer, Dayman, Dohmen, Isbell.  Nays – none.  Motion carried.  

 

MONTHLY FINANCIAL REPORTS: Dr. Spelhaug presented the monthly financial reports for March, 2013.  Through March, general fund revenue totaled $24,396,548 and expenses totaled $22,672,818.  The fund balance in the General Fund at March 31, 2013 was $4,913,001.  He also presented reports on the Management, PPEL, Capital Projects, Debt Service, Nutrition, Internal Service, and Activity Funds.  There were no significant variances from projections in the financial reports.

 

Motion by Dohmen, second by Isbell that the board accept the monthly financial reports for March as presented.  Roll call vote.  Ayes – Dohmen, Isbell, Paulsen, Witters, Archer, Dayman.  Nays – none.  Motion carried.

 

JUNIOR HIGH EXPANSION AND RENOVATION CHANGE ORDER #4:    This change order is a deduct of $68,663.31 for the balance of the contingency for the project to be credited to the district.

Motion by Witters, second by Dohmen that the board approve change order #4 for the junior high expansion and renovation project in the amount of a deduct of $68,663.31.  Roll call vote.  Ayes – Witters, Archer, Dayman, Dohmen, Isbell, Paulsen.  Nays – none.  Motion carried.

 

EXEMPT SESSION:  The board met in exempt session for negotiations from 7:02 – 7:10 p.m.

OPEN ENROLLMENT

 

Open Enrollment is the process by which a parent or guardian residing in an Iowa school district may enroll their child into a public school district other than the one in which they reside.  The deadline for filing an Open Enrollment Application for students in grades 1-12 is March 1st prior to the school year of requested attendance.  The deadline for filing an open enrollment request for an incoming kindergarten child is September 1st of the year open enrollment is first requested.  For more information on Open Enrollment, please visit the district website at www.pleasval.k12.ia.us, email or call Kelly Hatler, hatlerk@pleasval.k12.ia.us at the Administration Center at (563)332-5550.

 

IMPORTANT NOTICE TO PLEASANT VALLEY SCHOOL DISTRICT PARENTS OR GUARDIANS WITH CHILDREN ATTENDING NONPUBLIC SCHOOLS:

 

Per Iowa Code Section 285.3, in order to qualify for parental reimbursement, a parent or guardian of a student attending an accredited nonpublic school who furnishes transportation for the student in accordance with this section, shall submit a notice of nonpublic school attendance to the resident public school district, notifying the district that the student is enrolled in and will attend an accredited nonpublic school during the period for which parental reimbursement is being requested.  The notice shall be filed with the resident public school district not later than December 1 for the first semester claim and May 1 for the second semester claim each year.  Forms which must be filled out in order to qualify for this parental reimbursement are available at the Belmont Administration Center, 525 Belmont Road, Bettendorf, Iowa 52722 and on the district website at http://www.pleasval.k12.ia.us.  Information needed to complete the form includes the parent or guardian’s name and address, the name, age, and grade level of the student, the name of the nonpublic school and its location and the number of miles one way to transport the child from home to school.  Iowa Code Section 285.1, subsection 3, limits the number of students that may be eligible for parent reimbursement to a maximum of three (3) elementary students and one (1) high school student per family.

 

Voter Registration Cards

 

On May 2, 2013 Scott County Commissioner of Elections, Roxanna Moritz will be sending out NEW voter registration cards to those registered voters in the Pleasant Valley School District.  This NEW voter registration card will reflect any changes that occurred due to the Pleasant Valley School District redistricting.  Following each Federal decennial census the Pleasant Valley School District must make changes to Director District boundaries to comply with existing laws.  This process is done after the State, County and Cities have completed their boundary changes.

 

Please review your NEW voter registration card carefully, because your voting location or precinct may have changed for SCHOOL BOARD ELECTIONS ONLY.  This location will be listed on your voter registration card next to School Polling Place.  You may view the new voting district maps at the Scott County Auditor web-site:  www.scottcountyiowa.com/auditor/maps.
